Expertise

Luis DIAZ SCHARFF has 31 years of experience in a multicultural environment and a deep knowledge of Peruvian, Spanish and Latin American societies. In a first phase, he deepened his legal activity in procedural, criminal, civil and human rights matters in prestigious law firms in Lima. He then worked as a legal advisor in Spain through various law firms, where he provided services in administrative, criminal, civil, commercial and immigration law within the framework of Spanish and European Community law

For 18 years he has been working as a consultant for the Spanish Agency for International Development Cooperation (AECID), both in Madrid and in some field offices in Latin America (especially in the Andean area), in interventions aimed at promoting Democratic Governance and Institutional Strengthening, in terms of improving good Governance and Public Administration, Justice, Human Rights and Decentralisation, and as a civil servant in the Ibero-American General Secretariat (SEGIB), in the area of social cohesion and South-South cooperation.

In recent years, his work has been geographically focused on Latin America and the Caribbean, with a strong component in institutional dialogue with the different American regional integration organisations and Latin American public administrations.
